programs: add a stubbed out secedit.exe

Hi , as pointed out in bug http://bugs.winehq.org/show_bug.cgi?id=5824 , this simple patch makes mdac2.8 install finish. Simple way to check: wine ~/winetrickscache/mdac28/MDAC_TYP.EXE fails in current git, and finishes fine with this patch. Especially handy for installers that try to install mdac themselves like Citavi ( http://bugs.winehq.org/show_bug.cgi?id=7986 ),installs fine with this patch


Need to run /tools/make_makefiles and autoconf after applying this patch
