include/winspool: [1/2] Add defines for dwAction

We store DEVMODE in th Registry as ANSI.
Before we can change this, we must update all access functions.


We need SetPrinter and level 8 and 9 for GetPrinter to remove the
gdi32 - exports DrvGetPrinterData16 and DrvSetPrinterData16.

This Patchset fill the other missing level.
