WineD3D: use software palette conversion for non-texturing operations

Hi,

As the topic says only use software palette conversion when no textures are getting used. Before this check also existed but only in the EXT_paletted_texture case but it should always exist. Right now this hasn't caused problems yet as no codepath in wine called d3dfmt_get_conv with use_texturing=0 but that will change soon when I rewrite some of the surface code. This is a bug nonetheless.
