gdi: Fix AddFontResource behavior with relative paths (take 2)

I revisited this old patch while triaging Magic the Gathering Online's
installer.
Fixes http://bugs.winehq.org/show_bug.cgi?id=9382

It's refactored a bit, handles one more problem case,
and fixes the comment Alexandre complained about in
http://winehq.org/pipermail/wine-devel/2007-August/058790.html
