user32: make the listbox tests pass in directories other than dlls/user32/tests.

The listbox tests require files of the form "w*.c" to exist in the
directory where the tests are run. This causes the tests to break when
not run in dlls/user32/tests.

The fix here is to create an empty file (wtest1.tmp.c) for the
duration of the tests, removing it afterward.
