[crypt32/tests] Don't crash on win9x

Hi,

Several tests crash on win9x. I used the missing of one of the functions as a
decision point to see if we are on win9x.

(If this one is accepted I will try to come up with a solution for the other 3
files in crypt32 that have tests crashing on win9x)
