AppDB: maintainers should process queued data or be removed (faster)

Under the current system, it can take up to a month for a maintainer
to be removed if they don't process queued items, which is just too
long since users expect stuff to be accepted in a reasonable amount of
time.

Without this change, maintainers are only removed after 3 weeks, which
surely by then an administrator has already processed their queued
items.  With this change, they'll be removed after 6 days, since a
week is a a generous amount of time to wait.
