Implement [Rtl]InitializeCriticalSectionEx (resend/update)

Hi,

This differs sightly from the original implementation in that the headers are updated to include the available flags and RTL_CRITICAL_SECTION_FLAG_NO_DEBUG_INFO (the only documented flag) is supported. Fixes (my own) bug 13482.
