[setupapi/tests 1/4] Skip all tests on Win9x and WinMe

Hi,

Most of the tests fail anyway and we also get rid of the annoying "Add New
Hardware Wizard" on Windows 98.

Next patches will remove Win9x/WinMe specifics from these tests. After that I
will first start fixing the tests on the Windows platforms and introduce new
ones. The implementation and fixing of Wine will be done either after that or
during (depends on the amount of time I have).
