[setupapi/tests #1] Remove last win9x references

Hi,

(Numbered as '#1' as I'm not sure if I'm going to do more on setupapi later today).

This removes the last references to win9x. The function pointers checks are
there for NT4.

Next patches will fix the tests on NT4 and make sure nothing is left in the
registry after the tests.
