[setupapi/tests] Add a simple test for the DelReg directive

Hi,

(Independent from the devinst patch series).

Basically a first test to show we are missing something (as mentioned in
http://bugs.winehq.org/show_bug.cgi?id=13548).

Succeeds on win98, XP-SP3 and W2K3-SP2.
