shell32[3/7]: RunFileDlg: allow the user to cancel the Browse dialog, remove some unneeded parameters

  The edit box shouldn't be modified if the user cancelled the Open 
dialog. I also removed the unused file title buffer and the empty 
initial dir. Also it explicitely initializes the fields what is shorter 
and makes it visible what fields are set.
