advpack [2/2]: Fix several test failures in win9x

Hi,

On win9x, we get two popups complaining about the RegisterOCX command,
so I changed the command executed to CheckAdminRights because I
couldn't get any other advpack-only command to do anything at all in
win9x.  The tests aren't testing the commands specifically, so as far
as the tests go, it's a no-op.
