user32: Always use old-style colours for Windows 3.x

Acrobat Reader 3 did not like our modern Windows colours, and drew grayed 
buttons as nearly solid gray.  This patch uses the old-style colours when 
Windows version is set to less than 4, regardless of any custom settings.

Thanks to Detlef Riekenberg for reporting the regression.
