shell32: add stubs for SHGetFolderPathAndSubDir{A,W}

Hi, these simple stubs prevent crash in Adobe Premiere Pro 1  See http://bugs.winehq.org/show_bug.cgi?id=11613

It still crashes later on, just before you can start to work, but that seems unrelated to this stub not being implemented afaics from a debug log; moreover also with native shell32 you run into that same crash
