Make winecfg DPI interval to be the same as in Windows

	This patch makes DPI interval in the Graphics tab to be the same as in 
Windows (see bug 9715 for details).
	It also fixes winecfg so it can display DPI values more than 127 correctly 
after restarting winecfg (see http://tinyurl.com/2yf4u3 for longer 
explanation).
	This patch fixes bug 9715 so now users of displays with resolutions like 
1680x1050 or 2048x1536 can set DPI values like 150 or 170 (in fact this is 
what I actually use with those resolutions) with winecfg without any problems 
(instead of editing the registry directly).
