[user32/tests #2] Use A-call

Hi,

(Not dependent on the first one)

No need to use the W-call here. Fixes a whole 1 test for win95/win98 (does 20%
sound better?) I didn't want to introduce a ERROR_CALL_NOT_IMPLEMENTED
construct. We don't care whether it's unicode in this test anyway.
