[PATCH 3/3] shell32: use xdg well known directories for desktop folder symbolic link (try 2)

Hi,

Many non-English users don't have their desktop directory hard-coded
to ~/Desktop. We use the configuration from xdg-user-dirs to try to
find a better directory to symlink to.
