This patch is based on compiling and running the attached program 
against Ubuntu 6.06. There were a few mappings that are missing from the 
program that I didn't update:
Central Brazilian Standard Time
Namibia Standard Time
Nepal Standard Time
W. Central Africa Standard Time
Azerbaijan Standard Time
