shell32: implement SHGetFolderPathAndSubDirA/W

The test for the function SHGetFolderPathAndSubDirA are in the file 
shlfolder.c in the tests directory. The implementation was done in 
shellpath.c because most of the code is already there. Do i need to send a 
patch to move the test from shlfolder.c to shellpath.c ?
