user32: Implement a better stub of BroadcastSystemMessage, try 4

Uses EnumDesktopWindows now, and opens desktops on another
windowstation specially. I tried to find how to do it with
opendesktop(A/W), but there doesn't seem to be a way to do it in xp
without moving to a different windowstation.
