quartz: Fix the magic bytes for mp3's with id3 tags

It does a bitwise comparison, before the change it would always return
false, now it checks the bytes properly, for the highest bit not being
set.

Ignoring the first 3 bytes after 'mp3' because they indicate
major/minor version and flags.
