loader: more stringent sanity check

In wine-users, it seems we get several users a day running wine as root,
and the incessant chorus of "never run wine as root!" is starting
to get really annoying.  So let's try nipping that in the bud by
having wine issue that same warning for us (but provide a way
to bypass the warning if the user really wants to).
