6/6 WineD3D: CheckDeviceFormat remove dead code

Hi,
The last time when I tried to remove this code it caused some d3d9 visual tests to fail. That happened due to some other CheckDeviceFormat bugs. The new CheckDeviceFormat is in a decent shape now, so this code can be removed. You could say that it acted like a filter after the new code.
You notice that after this patch the d3d9 visual test skips a few additional tests like one about SRGB writing. You could could say it is a regression but the previous CheckDeviceFormat didn't check for it at all so it appeared to be around.
I expect a number of other 'fake' regressions like the one regarding srgb writing but those can only become visible after this patch.
