[1/3] shlwapi: added SHCreateStreamOnFileA tests. [try 3] [resend]

This patch adds basic conformance tests for SHCreateStreamOnFileA.

Changelog:
1a - initial version of the tests, working on Vista.
1b - added todo_wine blocks; removed warnings on printf w.r.t. stream pointers.
2a - don't run one of the tests as it crashes on XP; skip the tests on
platforms that don't have SHCreateStreamOnFileA.
2b - minor reformatting to keep in the style of the rest of Wine; use
%p instead of casting to UINT to fix printf warnings.
3 - merge this patch with the one to add the istream test
infrastructure; removed duplicate tests.
