mountmgr.sys: Add registry keys for usb mass storage devices, try 2

This uses the setupapi and cfgmgr32 calls instead of fudging with the
registry manually. It relies on the last 3 patches of mountmgr.sys

I'm looking for feedback if this or the previous 3 patches are not accepted.
