user32: further implementation of MNS_NOTIFYBYPOS (fixes bug 12540)

Native user32.dll seems to check not only current menu's dwStyle for
MNS_NOTIFYBYPOS, but also main window menu's one (acquired through
GetMenu(menu->hwndOwner)). This behavior is implemented by this patch.
