[PATCH 1/3] shell32: implement make new folder functionality.

Hi,

This is a follow up to commit
7318ae2411eea8e43aa931bbbe676dc2fb7fa233. It implements the underlying
functionality for the "make new folder" button.

This series of patches should fix bug 8490, although there's still the
problem of not being able to create a new folder on the desktop.
