[shell32/tests] Fix test when running on Wine (Bug 13311)

Hi,

We can't use GetModuleFileName for this test as this would, in the end, result 
in checking shell32_test.exe (in shfldr_unixfs.c) whereas we only have 
shell32_test.exe.so when run as 'make shelllink.ok'.

Because we enter a different path now, a new todo_wine had to be introduced.
