[setupapi/tests #1] Add another test

Hi,

Just another test. I will probably add more to figure out how all this stuff 
actually works.

For the testRegisterDeviceInfo test I'm for example not able to create a cleanup 
routine that always works. Removing the device works only once. Running the test 
again will fail and leave some registry keys behind (XP and W2K3).
