[ws2_32/tests] Fix crash on win98

Hi,

As pi_size was uninitialized the value turned out to be the cause of this crash.

I don't know where that limit ( 2*sizeof(WSAPROTOCOL_INFOA) ) comes from but
tests show it has to be less then that on win98.
