[shell32/tests] Fix a test failure on NT4

Hi,

Added a broken() for NT4. I also changed the previous ok() to use broken()
instead of allowing E_NOINTERFACE.

The last thing I did was adding the IShellLinkW_Release if returning sooner than
anticipated.
