[user32/tests 2/2] Skip GetMenuItemInfo tests on NT4 and below (Try 2)

Hi,

(First try didn't create the menu handle and was for NT4 only)

NT4 and below can't handle the bigger MENUITEMINFO struct.

Changing all the tests to cope with this is too much work (checked with AJ on
IRC). This seems to be the easiest way out.

This 'fixes' all failures on my Win95 box, 'fixes' about 200 on my Win98 box and
1000 or so on my NT4 box.
