winedos: Add support for decoding and displaying the 4 bit CGA framebuffer (try 2)

Try 2.

Rebased to match newest changes in winedos.
Please tell me if this patch still does not apply properly.

Add support for decoding and displaying the 4 bit CGA framebuffer,
which is one of the VGA legacy modes.
This adds support for showing graphics in many old games.
