[ole32/tests] Don't crash on NT4

Hi,

On NT4 we could pass 0 for the options (and leave the optional dimensions as
NULL) or leave the ETO_OPAQUE in and pass the dimensions. As there is a second
function (create_mf) that uses ETO_OPAQUE and passes dimensions I did the same
for create_emf.
