[setupapi/tests] Don't use hardcoded C: for the system drive

Hi,

One of the boxes on test.winehq.org (I think it's Detlefs) has E:\ as the system 
drive. We were checking a hardcoded C:\.

(There are of course more tests were we expect the system drive to be C:\).
