[msi/tests] Skip tests on win9x by checking functionality instead of registry keys

Checking if a registry key is present is not the best way of checking if we are
on Win9x. In this particular case the key is present because another msi test
(wrongly) creates it and doesn't delete it again.
Skip tests on win9x by checking functionality instead of registry keys
