[rsaenh/tests 3/3] Fix a test failure on Win98

Hi,

CryptReleaseContext should fail when passed a non-zero dwFlags but still release
the CSP. Win98 succeeds and releases the CSP. Added another test to show the CSP
   is indeed released.
