[advapi32/tests] Fix some crashes on NT4

Hi,

NT4 crashes at 3 distinct places. Luckily NT4 is easy to detect so we can bypass
the crashes.

While at it I changed some skips into win_skips.

The downside is that we have test failures again for this particular test. So
much for getting things greener ;)
