[1/2] user32: Converted rcScrollBar to screen coordinates. (try 3)

I found the rcScrollBar in the SCROLLBARINFO should be in screen
coordinates based on the return values I observed from using
GetScrollBarInfo.  I also added in a test to confirm this behaviour.

I updated the tests on this try to test the window's horizontal and
vertical scrollbars.
