RtlSetControlSecurityDescriptor(): implement and test

Simple implementation of RtlSetControlSecurityDescriptor(), which was a 
fixme stub hitherto.

This fixes one todo in the advapi32 conformance tests.

A more thorough test of the new implementation is provided.  This could 
not be submitted separately.

The new implementation crashes when passed a NULL pointer just as 
Windows (2k) does.
