wintrust(1/6): Add stub for WVTAsn1CatNameValueEncode

This is a different series of wintrust patches from the last series of
6 I just sent, as you can judge by the subjects of the messages (and
the commit logs.)  I'm aware this will likely confuse patchwatcher,
but I don't see the point in waiting to send them just for that.
