wrc: Don't accept "0" as a valid codepage in "#pragma code_page" directives.

It isn't a valid codepage in Microsoft's Resource Compiler and we have
no need for the concept of Unicode-only (UTF-16) resource files, since
UTF-8 is essentially the same and has the benefit of being convenient
to edit.
