[userenv/tests 1/2] Rewrite the test to cope with multiple blocks of tests

Hi,

I needed to find a way to deal with this test on NT4 as some
environment variables are not present there. This looked the cleanest to me.

The second patch in this series creates a separate block for the general
case (NT4 and higher) and post NT4.
