[2/2] wineprefixmanager - initial implementation

Some quick notes:
If there is no ~/.wineprefixes folder the --list will create it.
Any directories located in ~/.wineprefixes get treated like they are
real prefixes currently.
A future patch will insure these are real prefixes.
We are having to duplicate a lot of functionality of libwine.
Perhaps this functionality belongs in libwine and the prefixmanager
should simply call in to it.
