[2/2] wineprefixmanager - initial implementation (corrected...resend again)

Sorry for the spam. I forgot the Makefile.in changes in the last patch.

As stated before, I think some of this may need to be done in libwine
and it needs to actually have a way to detect that its not just an
empty folder but is a valid prefix. Perhaps libwine already exports
said functionality. I will wait on feedback, quit spamming everyone
now and attempt to implement a few other options. I will resend the
series next weekend incorporating any feedback received and any new
features I manage to implement in the meantime.
