3/3 Opengl32: mark some opengl3 tests as wine_todo

Hi,

Mark some opengl3 tests as to do because not all features are implemented in current GLX/WGL drivers and for the error handling parts the spec doesn't match the behavior of other current WGL functions. For that part I emailed the maintainer of the spec. Until we have an answer back (this could take some time) we shouldn't handle error codes because it isn't certain whether the mismatch is a driver bug or a spec bug.
