msi/tests: Fix a failing test on all platforms up to and including win2k.

This test was marked as broken for those platforms but the problem is
that Estonian code page isn't available by default on most of them.

I have changed the test to use a code page that should be present in
every platforms.

Tested on Wine, Win2k SP4 (was failing on this one) and Win XP SP3.
