imm32: fixed the tests on Vista.

Vista and Windows 2008 succeed when passed an empty composition
string, so those tests don't return anything meaningful.

I have used the same style as the 9x/NT difference to document this.

As a result of this, Wine is following the Vista behaviour, so the
todo blocks are no longer relevant.
