[imm32/tests] Skip tests when IME support is not implemented

Hi,

This fixes a failure on win9x (at least on the boxes shows at
test.winehq.org).

We probably need to look more closely at the test_ImmNotifyIME test.
This test has only ok(!blah,"") constructions (apart from the one that
always succeeds). This means if all tests fail it's OK. This was exactly
the case on my win9x boxes all tests failed but for a different reason
(IME support not implemented).
